On October 15, 1992, the United States became the fourth country, after Mauritius, the Seychelles, and the Marshall Islands, to ratify the United Nations Framework Convention on Climate Change, committing us to an objective: 'Stabilization of greenhouse gas concentrations in the atmosphere at a level that would prevent dangerous anthropogenic interference with the climate system.' Another major industrialized country, Great Britain, has recently stated that future foreign policy will include environmental standards and they will create a fund to study the problem of global warming. The problem, rather than being diminished in less industrialized countries, is, in many ways, more intensified by a lack of economic resources and political instability. Changes in energy policies, infrastructure, institutions and attitudes are required before policy and standards can be set that will address the problem of global warming.
